IV EURASIAN ENERGY FORUM KAZENERGY In September 25-26, 2009 Astana hosted VI Eurasian Energy Forum "Global Challenges - Strategic Alliances." In many ways, the effectiveness of the Forum «KAZENERGY» is the active participation of leaders of governments, ministries and departments of Kazakhstan and foreign countries, the most famous representatives of the domestic and foreign business elites, experts and academics. Within two days the Forum was attended by Minister of Energy and Mineral Resources of RK Sauat Mynbayev, Advisor of the President of Kazakhstan Nurlan Balgimbayev, Minister of the Environment Protection of RK Nurgali Ashimov, Minister of Industry and Trade of RK Asset Isekeshev and the Kazakhstani companies, representing the country's energy sector. Special guests and participants of the Forum were Gerhard Schröder, 33rd Chancellor of Germany, a member of the Board of Directors, Chairman of the Shareholders Committee of Nord Stream AG, Minister of Energy of the United Arab Emirates, His Excellency Mohammed Bin Zagin Al-Hamili, Minister of Economy, Energy and Tourism of Bulgaria Traicho Traikov, President of the World Petroleum Council Randall Gossen, President of SOCAR, Azerbaijan Rovnag Abdullaev, heads and representatives of the World Energy Council, the European Bank for Reconstruction and Development, the World Bank, oil giants Chevron, ExxonMobil, Royal Dutch Shell, BG Group, ConocoPhillips, the largest investment companies, banks, price agencies, including JP Morgan Plc, HSBC Bank Plc, Platts. In total, the forum was attended by about 1,000 government officials, business community, diplomatic and expert circles. The event has accredited more than 250 domestic and foreign media. The main theme of the IV Energy Forum - "Global Challenges - Strategic Alliances" - was accentuated by the discussion of current issues and opportunities for strategic partnerships and associations into alliances to achieve common goals and to overcome the global challenges that led to reasonably high level of interest from the participants and guests. In total, within the two days of the forum there have been held eight plenary sessions and sections. The subject of an energy partnership between Europe and Central Asia has been given much attention at the Forum. The most important factor of stability in the Eurasian continent is a reliable supply of all the countries with energy resources. The Forum participants noted the need for an energy partnership taking into account the interests of producers and consumers, as well as long-term development planning of regional and global power relations. It's about coordination between the countries of the region of a balanced, mutually beneficial energy policy. The Forum is intended to help to achieve this strategic goal. Kazakhstan, being one of the world's largest producers and exporters of energy, is contributing to regional and global energy security. A special section of the Forum was dedicated on improving of the Kazakhstan part in the international projects implemented in the country. Speaking at the Forum, Minister of Industry and Trade Mr. Isekeshev noted that “the government is developing a number of mechanisms for the development of the local content in the international subsoil use projects”. In his remarks at the press conference the Chairman of the Coordinating Council for support of entrepreneurship and the development of the local content of the Association «KAZENERGY», General Director of JSC "MangistauMunaiGas" Mr. Karabalin noted the need for a mechanism of interaction between foreign investors and governments on the development of the local content, taking into account the interests of both parties. The Forum participants paid much attention to environmental aspects of the natural resources development and implementation by the Republic of the Kyoto Protocol. In its report on the transportation of gas-oil and the Kyoto Protocol Minister of Environment Nurgali Ashimov said: "Our country under the Kyoto Protocol adopted on the voluntary commitments by 2012. We already have examples of application of the Kyoto Protocol in practice. A project on utilization of the associated gas has been implemented at the Kumkol field. In 2007, there has been commissioned a project on the reduction of greenhouse gas emissions in the Ural TPP. " At the conclusion of the Forum the participants adopted a Resolution that reflected the major findings and recommendations of the plenary sessions and sections designed to: further deepening of cooperation between Kazakhstan and key international partners; the formation of regional mechanisms for mutual support to overcome the effects of the global economic crisis on the energy sector; implementation of joint projects to diversify supply routes of energy resources to world markets; raising the importance of the environmental component in the energy sector, accelerating the modernization of the existing and creation of new refineries and petrochemical enterprises in Kazakhstan, increase of the local content in the energy industry of the country, ensuring the necessary level of state support, including investment for further development of the national energy sector, strengthening the process of modernization and increase of the electricity generating capacity, including low power, the introduction of the alternative sources of energy. __________________________ RESOLUTION 24-25 September 2009 Astana hosted the IV Eurasian Energy Forum KAZENERGY «Global Challenges and Strategic Alliances," which brought together leaders of private business and public sectors of the countries that make up the Eurasian energy community. The Forum participants recognized the important role played by the President of Kazakhstan in the development of the most important sector of the world economy, support his initiatives and efforts aimed at achieving a high level of regional and global energy partnership. The traditional KAZENERGY Forum was devoted to the study of: • the role of strategic alliances and partnerships in the oil and gas industry The subject of an energy partnership between Europe and Central Asia has been given much attention at the Forum. The participants of the IV Eurasian Energy Forum KAZENERGY in the persons of the representatives of the government of the Republic of Kazakhstan, diplomatic missions, and international corporations of the oil and gas and energy complex, analytical agencies support the adoption of further joint efforts in the following areas: - Further deepening of cooperation between Kazakhstan and key international partners; - Increase the local content in the energy sector of the Republic; The Forum participants expressed a strong belief that the dialogue which was held in the forum and which allowed to clarify the objectives, principles and strategies of the energy sector development in a complex global economic crisis will have a positive impact on the development of partnerships in the energy sector, creating a favorable investment climate, will give a new boost to the business and intergovernmental cooperation.
