The draft law of the Republic of Kazakhstan “On amendments and additions to the Law of the Republic of Kazakhstan “On gas and gas supply” was approved at the plenary session of the Senate of Kazakhstan dated by 28.06.2018.
The draft law was developed in order to improve the legislation of the Republic of Kazakhstan in the field of gas and gas supply, as well as to eliminate legal gaps identified in the process of its law enforcement practice.
The draft law proposes to introduce from January 1, 2019 an additional (in addition to direct distribution) mechanism for the mandatory supply of liquefied petroleum gas by producers to the domestic market through electronic trading platforms, which will not be subject to the approved by the Ministry of Energy of the Republic of Kazakhstan (hereinafter – the Ministry) maximum price.
In addition, the draft law provides for the improvement of the system for monitoring the production and turnover of liquefied gas, providing for the provision of producers (givers) of gas and electronic trading platforms on which its implementation will be carried out, information on the volume of sales and (or) gas shipment through integrated information system “Single National Management System of Subsoil Users in Kazakhstan” of the Ministry (hereinafter – SNSM). In addition, since 2021, the draft of Law provides for the abolition of the existing mechanism of accreditation of gas network organizations.
