The government of Kazakhstan and Russia have made changes to the agreement.

Astana. October 3, 2018 - The Minister of Energy of the Republic of Kazakhstan K. Bozumbayev and the Minister of Energy of the Russian Federation A. Novak signed an intergovernmental Protocol on amendments to the agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the trade and economic cooperation in the supply of oil and oil products to the Republic of Kazakhstan of December 9, 2010 (hereinafter - the Protocol).

The changes will allow regulating the import of oil products from Russia to Kazakhstan and the export of oil products from the territory of Kazakhstan beyond the customs territory of the Eurasian Economic Union at the interdepartmental level (at the level of energy departments of the two countries).

Thus, Kazakhstan will be able to make decisions on opening / closing exports or imports of certain types of petroleum products more quickly, depending on the balance of the domestic market of FLM.
Currently, Kazakhstan has a ban on the export of light petroleum products. The signed protocol creates opportunities for the opening of exports of light petroleum products of the upgraded refineries of Kazakhstan.
