The Sectoral Commission on Social Partnership and Regulation of Social and Labor Relations of the Oil and Gas Industry

On June 28, 2019, the Sectoral Commission on Social Partnership and Regulation of Social and Labor Relations of the Oil and Gas Industry held a meeting in the Ministry of Energy of the Republic of Kazakhstan.

The meeting was attended by the parties of social partnership: authorized state body represented by the Ministry of Energy of the Republic of Kazakhstan; employers, Atameken National Chamber of Entrepreneurs, KAZENERGY Association; representatives of workers – trade unions: NGO Branch Trade Union of Oil and Gas Complex, NGO Kazakhstan Oil and Gas Branch Trade Union and NGO Branch Trade Union of Chemical, Petrochemical and Related Industries Employees, NGO Local Trade Union of KazTransGas JSC employees.

The meeting approved the candidates recommended by the Ministry of Energy of the Republic of Kazakhstan to replace the members of the Sectoral Commission in connection with personnel changes.

A representative reported on the progress of the Working Group in the development of a Sector Agreement in the oil and gas, oil refining and petrochemical industries of the Republic of Kazakhstan for 2020-2022. The Working Group included representatives of the Ministry of Energy of the Republic of Kazakhstan, KAZENERGY Association, employers and trade unions, a total of 71 people. Since this March, the Working Group has started its work, the Work Plan has been approved and the Working Group has been divided into 3 areas: Remuneration; Safety and Labor Protection; General Issues. The Working Group held 4 meetings (March 28-29, April 25-26, May 23, June 18 of this year) and 2 meetings of members of the Working Group representing employers to discuss Remuneration (May 16, June 17 of this year). To date, the Working Group has discussed and approved all officially received proposals. It is planned to complete the work and submit the Sector Agreement for 2020-2022 for approval this autumn.

The Sectoral Commission heard G. Baimaganbetova, Director of the Department of Technical Regulation and Development of Norms and Specifications of the Kazakh Institute of Oil and Gas, who made a presentation on the current situation in the development of Sectoral Qualification Framework (SQF) and Occupational Standards (OS) in the oil and gas industry, which is implemented within the framework of the project “Development of labor skills and stimulation of jobs”. According to G. Baimaganbetova, to date, a detailed action plan for the development of SQF and OS has been developed, a working group on the development of SQF and OS has been created, an analysis of the oil and gas industry in the areas of “Exploration and production of oil and gas”, “Transportation and storage of oil and gas”, “Refining and sale of oil and gas” has been conducted. The results of the analysis are presented in the form of reports and posted on the official websites of KING and KAZENERGY. The development of SQF currently continues.

The representatives of JSC NC KazMunayGas, Tengizchevroil LLP, Union of Kazakhstan Oilfield Service Companies reported on the measures taken for the prevention of labor conflicts and the ongoing work to ensure safe working conditions and to reduce occupational injuries at the enterprises.
The representative of NGO Kazakhstan Oil and Gas Branch Trade Union informed the members of the Sectoral Commission on the current situation in employees’ collectives of companies included in the trade unions. At the end of the meeting, Vice Minister of Energy of the Republic of Kazakhstan, A. Magauov, expressed his gratitude to the parties of social partnership for their active work.
