SEMINAR-MEETING ON “SOCIAL PARTNERSHIP IN THE OIL AND GAS INDUSTRY” IN URALSK
On November 15, a seminar-meeting on “Social partnership in the oil and gas industry” with the participation of the parties of the Sectoral Commission and representatives of the akimat, employers and employees of the oil and gas industry of the West Kazakhstan region was held at the site of Karachaganak Petroleum Operating B. V. in Uralsk.

The purpose of the seminar-meeting on “Social partnership in the oil and gas sector” is to present the draft Sectoral Agreement for 2020-2022, to inform about the work of the Sectoral Commission on social partnership and regulation of social and labor relations of the oil and gas industry, to exchange views with representatives of local executive bodies and oil and gas companies of the West Kazakhstan region.

The analytical information on the state of labor relations in the WKO was reported by Deputy Head of the Department of labor inspection of the West Kazakhstan region A. Tuiginbetov. He stressed that within the framework of the “Year of labor protection”, measures for the prevention of occupational injuries are being implemented. Management together with 5 organizations of the region on which accidents were registered developed and is implementing Roadmaps to decrease industrial injuries and workplaces with harmful and dangerous working conditions for 2019-2021. In 2019, debt at 126 enterprises in the amount of more than 87 million tenge was repaid. The positive experience of Karachaganak Petroleum Operating B. V. and Zhaiykmunai LLP on the organization of services for monitoring the production environment in contracting companies with vertical control from the customer to the final contractor was noted.

Executive Director of KAZENERGY Association L. Akhmurzina in her speech told about the implementation of the Sectoral Agreement of the oil and gas, oil refining and petrochemical industries of the Republic of Kazakhstan for 2017-2019 and the main changes in the draft of the new Sectoral Agreement for 2020-2022. L. Akhmurzina also informed the audience that, this year, KAZENERGY Association and Karachaganak Petroleum Operating B. V. are holding an intellectual team competition StudentDigitalFest among undergraduate and graduate students of technical specialties of higher educational institutions of Kazakhstan. The competition is organized and held in order to implement the task of assisting companies in the oil and gas and energy industries in the development and improvement of human capital, qualified personnel in the industry, by supporting initiatives and innovative projects of young people to develop innovative projects / technological solutions in the field of digitalization.

Ye. Rakhimbergenov, Director of the Department of Social Policy of JSC NC KazMunayGas shared his experience about the social policy in the group of companies of JSC NC KazMunayGas.

Chairman of NGO Kazakhstan Branch Trade Union of Oil and Gas Complex S. Kaliyev spoke about the development of the system of social partnership and collective-contractual regulation of labor relations in the member organizations of the trade union and urged contractors to create trade unions in organizations. There was also a discussion on: “Social partnership and the key role of trade unions”.

Human Resources Manager of Karachaganak Petroleum Operating B. V. Suriyanarayana Rajagopal spoke about the social policy of Karachaganak Petroleum Operating B. V. and also stressed the importance of building joint actions to further improve and stabilize the social situation in the oil and gas industry of the West Kazakhstan region. As part of this work, Karachaganak Petroleum Operating B. V. together with social partners developed a “Comprehensive action plan aimed to solve socio-economic problems and prevent protests in KPO B. V. contractors”, which was approved by the First Vice Minister of Energy of the Republic of Kazakhstan. These events will provide an opportunity to respond quickly and resolve issues in the field of labor relations.

The importance of holding events to discuss the development of social partnership and regulation of labor relations at different levels was noted by the Head of the Department of Labor Inspection of the West Kazakhstan region A. Aituyev.
In general, the participants of the seminar-meeting stressed the need to organize such visiting seminars and the important role of such meetings in building an effective system of relations between the parties of social partnership.
As a result of the seminar-meeting, the participants voiced recommendations for improvement of social policy and development of social dialogue in labor collectives and at the sectoral level.
