At an expanded meeting of the Board of the Ministry of Energy of the Republic of Kazakhstan, Nurlan NOGAYEV expressed his gratitude to the KAZENERGY Association for fruitful cooperation with the Ministry of Energy of the Republic of Kazakhstan and other state authorities

On February 25, an expanded meeting of the Board of the Ministry of Energy of the Republic of Kazakhstan was held dedicated to the progress made for 2019 and tasks set for 2020.

The meeting was attended by Deputy Prime Minister of the Republic of Kazakhstan Roman SKLYAR, Minister of Energy of the Republic of Kazakhstan Nurlan NOGAYEV, leaders of oil-and-gas and power companies and departmental state authorities.

During the event, the Director General of the KAZENERGY Association Bolat AKCHULAKOV also delivered a speech to note that the existing effective cooperation with the Ministry made it possible to implement a number of initiatives to improve the legislation and implement major international projects.

He told the audience about the most significant performance results for 2019. For example, as for subsoil use, KAZENERGY was engaged in discussing a large number of amendments to the Subsoil Code initiated by the industry companies at the Ministry of Energy last year. As a result, there have been about 50 preapproved amendments for CHC and 40 for uranium.
The Commentary to the Subsoil Code is almost finished. This will be of a significant assistance to minimize disputes and improve understanding of the law by state authorities (especially the field ones), courts and subsoil users.

The transition to the mineral reserves international reporting standards starting from 2024 remains important to the industry. The Association has got an approval from the Ministry of Energy and has already started working, with a deadline of April 1.
As for Taxes and Rates, the Association analyzed and submitted more than 50 amendments to tax laws and more than 60 amendments to the natural monopolies law to the state authorities for consideration. The work is in progress.

A joint monitoring of production and financial activities of subsoil users is performed together with the Ministry of Energy on an annual basis. In 2019, the data from 40 companies was analyzed within the standard tax regime.
As for the POL Market, the Association has actively promoted legislative amendments regarding POL exports. Important changes have been made in the exchange trading in light petroleum products.

As for the electric power industry, great efforts were taken in 2019 together with the Ministry of Energy to develop regulatory legal acts concerning the introduced electric power market. About 70% of the amendments made by the Association on the capacity market were seconded.
Together with the Ministry of Energy and the companies, the introduction of a balancing electricity market was considered. The legislation requires changes in this area. The issue arises from the growing volume of electricity from renewable energy sources and the development of incentive mechanisms for the power cycling construction.
In addition, KAZENERGY plans to participate in the development of the new Law On Heat Supply.
As for the Environment, the Association is closely involved in the new Eco-Code. Over 20 conceptual issues were considered in the draft preparation.

As for the Human Capital Development, the key results in 2019 included the Industry Agreement signed in the oil and gas, oil refining and petrochemical sectors of the Republic of Kazakhstan for 2020-2022, and the Sectoral Qualification Framework approved for three areas, such as Upstream, Midstream and Downstream; 39 occupational standards were developed as part of the project.

It is also planned to keep on cooperating with educational institutions in payments for studies, scholarships, organization and holding of annual competitive events, to complete the development of the draft Atlas of Emerging Jobs in the oil and gas industry in Kazakhstan.
As for international cooperation, a new national project in the energy sector, KAZAKHSTAN ENERGY WEEK, held on September 23-27 in Nur-Sultan was the key event of the past year. In addition, efforts are being taken together with the Ministry of Energy and the Ministry of Foreign Affairs of the Republic of Kazakhstan to strengthen cooperation with key international organizations, such as World Petroleum Council, World Energy Council, IRENA, International Energy Charter, etc.

Kazakhstan hosting the World Energy Week in 2021 should be of particular note.
This is a milestone event in the oil and gas industry since the World Energy Council is the largest international energy organization, which includes more than 90 member countries representing more than 3,000 organizations.

In December, the Kazakhstan National Committee represented by the KAZENERGY Association plans to participate in the 23rd World Petroleum Congress in Houston, TX, which is a key event in the global oil and gas industry. A ministerial session to be held in Kazakhstan supported by the Ministry of Energy of the Republic of Kazakhstan is under consideration.
At the end of his speech, AKCHULAKOV expressed his gratitude to the Ministry of Energy of the Republic of Kazakhstan for effective cooperation.

Following the report delivered, the Minister of Energy of the Republic of Kazakhstan Nurlan NOGAYEV highly praised the operation of the KAZENERGY Association and thanked them for the fruitful cooperation and promotion of many pressing issues.
