Sectoral Commission for Social Partnership and Regulation of Social and Labor Relations of the Oil and Gas, Oil Refining and Petrochemical Industries

On September 15, a meeting of the Industry Commission for Social Partnership and Regulation of Social and Labor Relations of the Oil and gas, oil refining and Petrochemical Industries (hereinafter referred to as the Industry Commission) was held through an online meeting service program.

The meeting was attended by the parties of the social partnership: The Ministry of Energy of the Republic of Kazakhstan, representatives of akimats of Atyrau, Mangistau and West Kazakhstan regions, KAZENERGY Association, oil and gas companies, representatives of workers represented by industry trade unions (NGO Kazakhstan Industry Professional Union of Oil and Gas complex workers, NGO Kazakhstan Oil and Gas Industry Professional Union, NGO Industry Trade Union of workers of chemical, petrochemical and related industries), etc.
Due to internal personnel changes, changes were made to the composition of the members of the Industry Commission by the Ministry of Energy of the Republic of Kazakhstan and representatives of employees of the NGO Kazakhstan Industry Professional Union of Oil and Gas Complex Workers.

During the meeting of the Industry Commission, the amendments and additions made to the Regulations on the Industry Commission for Social Partnership and Regulation of Social and Labor Relations of the oil and gas, oil refining and petrochemical industries were approved.
Social partners from the employers ' side reported to the members of the Industry Commission on the measures taken to prevent labor conflicts and the work carried out to ensure safe working conditions at enterprises (NC KazMunayGas JSC, Tengizchevroil LLP, Karachaganak Petroleum Operating B. V., CNPC International in Kazakhstan LLP). In their reports, representatives of the companies provided information on comprehensive measures to prevent labor disputes and social tension in the teams, including: compliance with and compliance with legal requirements, ensuring production and living conditions, raising wages, organizing a constructive dialogue between interested parties, etc. The system of interaction with contractors is carried out jointly with local executive bodies by developing an algorithm for common actions. Individual employers have developed an anti-dumping mechanism that does not allow underestimating the cost of services by reducing wages in contracting organizations, the contracts stipulate the obligation of contractors to set minimum tariff rates for employees.
Representatives of the NGO Kazakhstan Branch Professional Union of the Oil and Gas Complex, the NGO Kazakhstan Oil and Gas Branch Professional Union and the NGO Branch Trade Union of Workers of Chemical, Petrochemical and Related Industries informed the members of the Industry Commission about the current situation in the labor collectives of companies that are members of associations of industry trade unions.
The parties to the social partnership will continue working in this direction.
