Mr. Uzakbay Karabalin, Deputy Chairman of KAZENERGY Association, attended the plenary session of the Organization for Economic Co-operation and Development in Paris on December 12-13 this year. The meeting agenda included the discussion of the development strategies of OECD’s member and partner countries. In particular, the policy dialogue on natural resource-based development. The goal of the longstanding intergovernmental cooperation is to exchange knowledge and experience of extractive industry experts between OECD member and partner countries. As a co-chair country, Kazakhstan takes part in the policy dialogue on natural resource-based development, during which the countries share their long-term knowledge and experience in natural resource extraction-based development among 15-20 countries producing oil and gas, coal, minerals and metals.
In his speech, the Deputy Chairman of the Association Uzakbay Karabalin emphasized the importance of local content development, coordination of actions in industrial sector and cooperation of business and government. Oil field development is crucial for the entire economy of Kazakhstan. In this connection, the Government of Kazakhstan and business communities consistently pursue the policies aimed at increasing the involvement of local companies in economic activities and developing local science and technology base. For this, the emphasis is provided for each area according to the Comprehensive plan to promote oil and gas sector. Namely, in the mining sector – it is the implementation of the “Roadmap for the development of mining sector in oil and gas industry” prepared by joint efforts of the field representatives under the direct management and on the initiative of “Shell”. KAZENERGY Association and the Ministry of Energy of Kazakhstan play the key supervisory role, and oil and gas companies coordinate their activities on the key areas which cover the full range of oil and gas field activities from geological exploration to mining operations. This joint project based on the consensus of a wide range of field representatives allowed to achieve a clearer understanding of challenges of the oil and gas sector, and, therefore, to correctly prioritize with a specific reference to realities of the industry.
During the meeting, the participants also noted that in order to secure supplies of mineral resources and implement new initiatives in the field of scientific and research developments, it is necessary to approve them at all levels of government structures.
By the results of sessions, the materials of speakers on the practice of implementing the methods which could be used by industrial facilities and governments will be included in the network Sourcebook: mining projects base. The purpose of the project is to provide contribution to the global low-carbon transition and to obtain the corresponding benefits.
